Welcome screen URL - using Smartsheet dashboard in Publish

For URL for Welcome screen content, I created 'Rich Text content' and selected option - 'Require User to click 'Accept' in Account Settings.

URL is to a Smartsheet Dashboard and I published it, but when I log back into Smartsheet, unless I am the owner - I don't see the Dashboard message, upon login. 

As I understand, when a dashboard is published as 'Read Only -Full - Publish Links', anyone logging into Smartsheet to access my content, should be able to see this.

Suggestions on anywhere else I can host this Rich Text, so anyone logging into accessing my company Shared Smartsheet gets this message?

Any help is appreciated.

Hi,

Have you tested to use the Reset function? Maybe it's not showing because it's registered as already shown.

Hi,

Thank you, link doesn't show only when I use 'Read Only -Full -Publish', if I only use the actual URL(without publish) it works for my test accounts.

I also deleted the test user and readded to see if this works, it isn't working.
