For example, I have a building with over a hundred rooms, I want to load all the rooms into the drop down for a 'Room' column field so it can be choosen from the list using a mobile device.
Hi Allen-- We don't offer the ability to import a file into the Dropdown column picklist but I'll add your vote for this to our enhancement request list. Just curious-- what file type would you be looking to import?

If using a mobile device, check out AppSheet.
If using a website, I have done this using WordPress, Gravity Forms, and a bit (very small bit) of code.
Richard at Smarter Business Processes has solved this using Azuqua, but I have not found it cost-effective. My scale is not large enough.
