Rolling up Conditional Formatting

I have a normal project in which we have tasks that sometimes go past due. Currently I have conditional formatting set such that if the task is not 100%, and the due date is in the past, that whole task row turns red.
My question is how do i get that past due task (red) to filter up and make the parent task red? By the nature of one task being late, the whole deliverable is considered late. This is necessary because my sheet is over 1000 tasks and I need a quicker way to determine what deliverables are running behind than physically opening every parent task to inspect if a child task is red.
I currently do not have dependencies set accruatly but would consider doing that if need be.

You can rollup conditionals.
Each row of this sheet checks if any of it's children have made it late, and if any of it's grandchildren. If so it puts a 1 in the appropriate column. It then adds those coulmns up and if that sum is greater than zero, the entire task is late.

You can edit the "% Complete" of sub tasks and see the roll up. Formulas are available on the bottom row.
