Approval workflow does not include attachments

I have an approval workflow that will send a follow up email to specified recipients if approved or declined. The problem is that attachments are not being included with these emails. Is this by design?

    Hi @Shawn Fritz,

    This is by design —attachments will only be included in the notification if the notification rule is set to trigger specifically when attachments are added or if the attachment was uploaded between the time a change that triggers the alert takes place and when the sheet was saved.

    When you have a moment, please submit a Product Enhancement Request to let our Product team know that you'd like to have the option to include all attachments in a notification, regardless of whether the rule is triggered from an attachment or not.
