Adim Access causes Circular Reference Error

Why when I give someone Admin access to a sheet used in a lookup formula, am I getting a Circular Reference Error? And as soon as I change access to Edit only the error goes away?

Can you share the formula you're using?

Here is the formula.

The formula worked until I gave another user Admin access.

=IF(Rented6 = 1, (VLOOKUP([Equip Serial #]6, {D6 Rental Chart Range 2}, 16, false)), VLOOKUP([Equip Serial #]6, {D6 Yard Chart Range 2}, 11, false))

When I removed their access the formula worked again.

I then gave them admin access and the circular reference reappeared.

So I went to undo the access and now the formula is stuck as a circular reference.
