Convert date format to mm/dd/yyyy

Is there a setting or a formula to convert the standard yy in smartsheet to yyyy?

Go to Account => Personal Settings
Profille and change Language (Country) to English (Malta)

Help with Average Formulas
Hi! I am trying to calculate a 3 months, 6 months and 1 year averages of my team utilization percentage. Each team member is a row and then each month is a column. The utilization percentages are coming from other sheets. Thank you in advance!
Copied Smarsheet as new, now Conditional Formatting will not work at all
I copied a Smartsheet and changed some of the column headers. I deleted all the Conditional Formatting because it no longer applied. Then when I set up new Conditional Formatting, very simple - if this cell says YES, make the row green - it will not work at all.
