Need to Strategize with Advance SmartSheet User

I work for a law enforcement agency. I need to create a grid that lists available officers that can be pulled from other units to assist patrol. Each unit will have a specific number of officers available. But when one officer is pulled and then returned, I need to make sure that availability is shown without losing the information that he was pulled.

Anyone willing to talk about some strategies?
