Web Form Completion Remiders
Is there a way to set a reminder asking users to complete a web form?

Yes. I've done this in this fashion with in SS. This may not be what you are needing.
I am using this to remind employees to submit time weekly on a certain project via a webform.
Assumption #1 is that you have to setup all the users on a sheet in a Conact List column and SHARE the sheet with them. I did so and DID NOT notify them I shared it and set them up as a Viewer.
I have 2 sheets. One with the webform and the assocated data. The other is a Reminder Alert sheet.
In the Reminder Alert sheet, I have these columns.
1) Name of person setup as Contact List column which includes their email.
2) Date the Reminder is to be sent.
3) URL of the webform.
For each date that I want the reminder to be, I replicated the data for that User.
For Example:
Row 1 - John Doe, 1/1/17, webform URL
Row 2 - John Doe, 1/8/17, webofmr URL
Row 3 - John Doe 1/15/17, webform URL
etc.....
I then setup an Alert on the Reminder Alert Sheet, so that On the Redmincer DAte, the Contact List Name, receives an email with the webform URL.
It works in this scenario, but may not be what you need.
