Multiple User Sorting Issues

I have several users working from the same sheet. After sorting the entire sheet by a particular column, I'm getting reports that there are rows that are out of order from how I sorted it. I'm mostly guessing, but it seems like people are working from older version of the sheet and then pushing a save from that version. What is a reasonable solution to this? Has anyone else dealt with this issue?

Is there a way to force a refresh for all users?

    Have you considered not giving these users 'Admin' privileges to the sheet? Alternatively you could create a sorted report of the sheet data, which always shows the data in a defined way and is refreshed when run.
