How to alert person in next row

I have an onboarding worksheet where each row is assigned to someone and I would like for the person in the next row to be alerted once the row above theirs has a completion date. Can this be done in smartsheets?

Assuming that this is a straightforward sequential process I'd do something like this:

And then use this kind of workflow:

Or you can drive it from a date column being filled in directly.

I'm trying to do this same thing and I don't have the option to select Owner Next Step. I think because it's a formula and not a contact list?
