Does anyone offer one-on-one, online help creating reports of multiple projects?

I'm trying to create reports that pull up past due and soon to be past due projects from multiple project sheets and also include enough of the parent tasks to aid in navigation. Seems if I could toggle the 'and' and 'or' logic it would be easy but the Tech folks say that is not possible They sent me guidance on Formulas and Functions and i need help from someone that an look at my overall objective and guide me as to the best way to do it and then help me do it. I've tried multiple approaches but don't have the time to explore and feel like I am moving blindly around in circles.
