Issues when user is member of two groups with different permissions

Anyone else have issues when 1 user is a member of two groups with different permissions on a sheet? We have someone in a group that has Editing access to a sheet while being part of another group that are Admins. They can do admin things like change column types, but when they try to do other things like rearrange columns they are warned that they're not admins.

This does seem like unexpected behaviour.

I feel like the System is recognising both permissions, and is conflicted on which is a higher / prioritized permission level.
