Approval Move Row, moving to Wrong Sheet

I am trying to make a work availability form. I have it that the employee selects what dept they work in and the request gets sent to a scheduler for approval. regardless if the scheduler says yes or no, we want it moved to a page where the supervisor of that dept gets an approval request.

In my testing, the request gets sent to me "Scheduler" for approval. I get the email and click on either approve or deny and row is supposed to get moved to the depts page. All my automations say the right thing, but it gets sent to a wrong sheet. They are never going to the correct dept sheet.

What am I doing wrong?

I found that if I change the order of things and did some tweaks, it works. But it was doing some weird things for a while there.
