Question on auto-population between sheets

I am trying to setup some sheet automation as follows:

1. Program Manager sheet: Tracking ID is auto-generated using auto-numbering
2. When a new tracking ID is generated would like to populate that new ID into another Master worksheet into next available row
3. Then that Tracking ID would be populate into individual program manager's worksheets if assigned to them in the next available row
4. Also within these spreadsheets looking for data to flow between based on Cell Links, but can't find a way to copy cell links from an existing row to new row. Is there a way to setup cell links for all rows in a sheet and when a the primary key (Tracking ID) is entered in a new row all of the other cells with auto-populate without user intervention?

I have exhausted options from looking at different Community posts.

Any insight is appreciated.

Depending on the exact needs, it almost sounds as if Reports could work as well.
