Cannot send update request to one specific user; testing reveals message re: "recipient has unsubscribed from this action" - how is this opt-out set; is it global across all sheets specific to one sheet; can an admin override?
There are two ways I can think of that this user may have unsubscribed...
If they have unsubscribed from this one specific workflow (by clicking on the Unsubscribe button at the bottom of the email received), then you can re-subscribe them by simply cloning the workflow. Read more about this in our Help Center (here!)
If it's not just this one workflow, then they may have disabled this type of alert in their personal settings:
In this instance, you will want to reach out to them directly and request that they check the boxes next to the "Update and Approval Requests" section.
