Cells not adding together
I have a sheet that has one column that I am needing to total . The formula consist of only 3 cells in the column but it is only adding one cell in the total. Any suggestions?

Remove the quotes from around the second 23. When you put quotes around a number it becomes text which will not be included in numeric calculations such as SUM.
=IF(Formula4 > 23, 23 , Formula4)

In the formula cell =+Points3/Week1*13
In the forecast cell is +if (formula3>23,"23", formula3)
When you change the week it is only showing the one point value and not totaling correctly.

The second formula you displayed is the one on [Forecast Score]3? or the one in what I believe is [Forecast Score]7?
When you used specific cells references like you are, dragging down formulas will updates cells reference. If you want to make sure they don't update, you have to put $ before row number like Formula$3.
Here in the highlighted Forecast Score you are reporting the Formula4 value, which makes me think that the formula in this cell is:
=IF(Formula4>23,"23",Formula4)
