Smartsheet is not a relational database, each row is going to represent one line on an order.
If you are going to use SS, at minimum, you will need columns to id the customer, the quantity and the part number. Unless you have something really simple with limited part numbers and low order flow you would be much better off with something like Zoho, IMHO.

I would need to know more about what you are wanting to do. From the information in the post I assume that you recieve the orders as a PDF that is emailed to you. These Orders are multiple item rows.
The only thing you can do on the face of it is to enter the individual rows manually into the sheet all with a single Order number to keep them together. You caluld also have it as a Hierarchy with the top level being the Order Level Details and Titles and the subordinate rows the Row items.
Depending on the security on the PDF you may be able to Copy ad paste the details into smartsheet from the PDF.
As I say need to have more details on the data and how you get it and what you want to do with it.
