Could I get some more information on the custom apps your are referring to...

Sounds like a case for Data Uploader potentially. But outside of that, I'm not familiar with any app that Smartsheet uses that helps connect to their API. I think the onus of writing that application would be on you going through their API documentation and writing the calls.
