Taskbar not appearing in Conditional Formatting rules

For some reason, when I look at my Conditional Formatting rules, the task bars do not appear.

I know I'm probably just missing some simple preference or format, but I can't seem to find it. Especially frustrating is the taskbar IS there on other sheets.

Conditional formatting of task bars is only available for rules that format the entire row. Click on "this format" for any applicable rule and you'll be able to select the task bar formatting at the bottom.

Is there a way to only format the task bar? In my case I have rules for various rows based on the Issue Type and I want a rule for the Task bar based on the status of the issue. For example, I want an Epic to show up with a Grey background that I do not want to extend into the Gantt Chart, but I want the Gant chart to sow up as Green if the task is complete and Blue if it is in progress.
