Restrict views or restrict access to links

I would like to restrict the contents of the 'children' of a parent row to one user. Example: The parent row says "fruit" and the children are "apple, orange, and banana". I want all users to see "fruit", but I only want one user to see "apple, orange, and banana" Is this possible? If not,

Can I create a report, display it on a dashboard, but restrict the view of the contents in the source sheet by user/viewer?

A solution that would be perfect for this use-case is the premium add-on, Dynamic View.

Is that an option?
