Workflow to send Document Builder attachment

I am trying to create a Workflow to automatically send an attachment generated with the Document Builder.

We have the fillable PDF file built and it works fine with the "Generate Documents" command. We can even batch create the documents for multiple rows and have the attachments show up.

However, the problem comes in attempting to have the attachment(s) emailed to the people in the Contact List via a Workflow.

In creating a workflow and attempting to have it activate upon the attachment being created, it seems this is not possible due to the "AND" criteria in setting up the Workflow. Apparently there must be something else in the row changed AND an attachment added.

Since there is nothing in the row that needs to change other than having this generated document added to the Attachment, is there a way to make this work?
