#Invalid Operation when determining whether date is in the past

I am working on answering someone else's question, and have come across an issue. I am perplexed! Can you please help me?
The formula is to determine whether the planned end date is in the past. If it is, it's to show "Overdue"; if it's not, it's to show "Current." (There will be much more to this formula later, but I'm just trying to get this portion to work.)
Here's the formula:
I keep getting an #INVALID OPERATION. What am I doing wrong?!?
