Not all recipients will receive Class Schedule: Spring 2021 (CET) notifications

I am getting this message, but I can't see the problem since only three people's emails, out of 13, are indicated as not getting notifications. The emails are fed from another sheet. The permissions are set to restricted. Any help would be greatly appreciated.

Hope you are fine, please check if those users are not restricted and allowed to receive alerts please check the following article it will explain how you can do that

Thank you Bassam.M Khalil. I tried what was suggested in the article and changed the sharing to be less restrictive. Let's hope it solves the problem.
