Report Group By Feature not Working

Hi - I am the owner of a report and backend sheet. I have shared the entire workspace with someone and they cannot change the grouping in the report. It's grayed out. They have a license (Enterprise Premier) and their permission level is set to Edit-able to share. Also, if someone else adds a filter to the same report, they are unable to remove the filter. Thank you in advance for any help.

Hi Heather thank you for the reply! Are you referring to the "Sort the report" row or the "Modify the Report Builder criteria"? This seems crazy to give someone Admin access just so they can filter/group but maybe that's just the way it is?
