I've submitted a ticket and will revert when I have a solution. TYVM!

That was it, Adriana. @Paul Newcome appears as though I made it difficult for you to troubleshoot since my screenshots didn't include the Start/End dates (duration). Thanks again!

From Support:
Another thing you have to check is the Duration (based from Start and End Date) and % Complete of the child rows. From the first screenshot you provided in Community, I can see that the row with the 10% complete rate doesn't have a Start and End date, while the other child rows with Start and End Date has 0% as percent complete > thus parent row is only calculating 0%.
In parent (summary) rows, the % Complete is calculated automatically by Smartsheet based on both the Duration and % Complete values you've manually entered into the child rows.
I would suggest to review if the child rows have both Duration and % Complete values. If they do, then the parent row must reflect the correct % Complete value.
For additional reference: Project Sheet Columns: Start Date, End Date, Duration, % Complete and Predecessors.

@Daniel Russell Thanks for the update! I didn't even think about the duration, but it makes sense.

I think I may have figured it out. Make sure your duration is calculating properly. I just noticed that for some new tasks I added even when I setup the start and end date, maybe because they were the same, the duration was 0. I changed the end date to the next day, which changed duration to 2 days and the % complete calculated properly. I changed the end date back to the original date and it's still working!
