Alert in workflow not sent until another alert is created
I have a workflow set up for a Purchase Order Requisition that flows through several approvals. The last step of the workflow is that an Alert is sent to the submitter stating the Purchase Order Requisition is fully approved and assigned a Purchase Order Requisition number.
The problem is that the final alert is not being sent until the next alert is queued. All other actions in the flow are immediate. The workflow is set to trigger immediately.
Any insights?

Can you provide more details into your process such as how the number is assigned and all of the conditions and whatnot for the workflow in question?

The PO Request is through a form. Trigger for workflow is when the "Ready for Submission" box in the form is checked. It then goes through a series of requests for approval. IT, Risk, Accounting and CEO. If any do not approve it goes back to the submitter for more information. Once all have approved a message is sent to Accounting for assignment of PO Request number which is entered in the sheet. Once that happens the final step is for an alert to go out to the Submitter. The Alert to the Submitter contains a link to the sheet so they can get the PO Request number if needed.
The final Alert doesn't get sent until another Alert is created.
