What smartsheet formula should I use to get the distinct value/s without changing the delimeter?

Hello. Need help on this. I've attached a sample below. I need to get the distinct Consultant name based on match performance rating column. But it gives me duplicate Consultant Name if matches the Performance Rating. Is there any other way to automate the consultant distinct name without changing the delimeter?

Performance Rating % should be ranked from highest to lowest and should match distinct consultant name.

Hope you are fine, could you please share the formula that you are using and an excel copy of your sheet contains sample data  (after removing or replacing any sensitive information). This will make it easier for me to provide the appropriate answer to your question.
