Grouping and Organizing Reports

Is it possible to use grouping in reports and manually arrange those groups? For example, I have groups (Initiation, Planning, Execution, Closure, Terminated) to group phases, but then I only have options to alphabetically (ascending or descending) organize those groups; this means I can't actually get the groups into the order listed above. Is there a way to manually drag/move the groups and/or individual rows to any position I want in a report?
