I am trying to delete incorrect contacts that are in our Marketing PMO Resources group, but I am not able to. Is this because I am not the group owner? Is there another way for me to delete contacts without being a group owner?

Yes, to remove users you must be the group owner or system administrator. Group admins will not be able to remove users from groups they do not own (see the "note" in this Help Article: Admin Center: Manage and Use Smartsheet Contact Groups).
