I want to create a dashboard with ONLY parent row: Task, Start/finish date % complete, health, status and cost.

I can not find any way to do this in the learning center

You are going to need to insert a helper column (checkbox for example). You can use a formula or manually check the box for the rows you want included in the report and then include this column/condition in the report builder.
