Deleting Rows from Dynamic View

Can users (not owner or admin) have the ability to delete rows from a dynamic view?

Upon further review and testing, users (excluding Owners & Admin) don't have the ability to delete rows from a Dynamic View. If enabled for the users (by the Owner or Admin), users are able to add new items, attach file, add comments, clear contents/data in a row but not delete a row.
