Relationships between sheets. Overall and each device

Hello, I am still new to Smartsheet and trying to find the bets way to do something.

We converting several sites to a new version and need to survey them. We need overall site information and information on each device at the site. The number of devices at a site varies greatly.

My original thought was 2 sheets. One for the sites and one for the devices. Having the sheets linked by a site name. (One to many in database terms but don't look like that as a possibility) How would I relate those sheets?

My other thought was having the device sheet for each site off a template. Can you automate the creation of a sheet from a template? Any other ideas?
