Single List for Multiple Contact Columns on Different Sheets

How do you create a single list of contacts and reference it in the drop-down on multiple sheets? We have a Client Development contact column on many sheets and updating them is a cumbersome/time consuming task. How do we create a single list and the sheet references that list?

Can you do this with User Groups? Seems like a good way, just make the column property be the content of a User Group.
