Can I tie an image to a column rather than a row?

I'm creating a virtual scavenger hunt. Each clue is tied to an individual form within the sheet.

For one of the clues, I want users to be able to view an image and then answer a question. Is this possible?

I'd need more information on how you're setting up the clue. Do they open the form or the sheet it feeds into? Where are they looking? What kind of interface do they have? worst comes to worst you can always freeze the first column and then click and drag one image all the way down so it's populated on every row. Any more than that and i'd need to know more
