How to conditionally select rows to display in a report, which gets sent to dashboard?

I have 100s of rows. Each row is a job. I have a column for job completion. I only want my report to show incomplete or actively working jobs. How do I do this?

You'd configure what to show in the report through the Filter Criteria feature.
