Why is Data Shuttle placing an upload on Row 60+ instead of Row 1?

I've created an Offload workflow, saving data to an excel file in a Smartsheet as an attachment. I then upload that data in another workflow to populate a sheet. However, it is placing the data well below row 1. How do I get it to place the data beginning with row 1? Thanks!

Delete the actual rows. If you had cell data in them and then just deleted the data, those rows are still considered "used" and new rows are being populated in the first available set of "unused" rows.
