Triggered workflow is not working

I set my workflow to execute on a DAILY basis base on ADDITIONAL ROWS ADDED criteria. This was set yesterday and as of today it has not triggered. I was told DAILY triggers happen in the early morning (CST).

Also the general triggering does NOT WORK. In testing my worflow I set my execute to When Triggered using the same criteria for ADDITIONAL ROWS ADDED (then save sheet).

This does not work either.

Please advise as this is limiting my ability to quickly roll out new workflow updates.
