How can i see the list of all the people who have an access to a sheet without being registered as a user.

If you're shared to the sheet, you can click the Share button to see all users (within your plan or outside of your plan) that are also shared to the sheet and have access to it, see: Remove a collaborator or change permission levels

If you're a System Admin for your organization, you can also download a Sheet Access Report. This identifies all shared users to all Smartsheet items within your organization, including external emails not found in user management. See: Admin Center: Bulk Actions and More with User Management.
