Hi @Lu Z.
I believe the System Admin Learning Track is what you're after.

The good news is that you can find out what sheets/resources he owns. You would need to generate the Sheet Access report in the Admin Center, under User Management, More Actions.
The bad news is that you can't pick and choose who gets which sheet. You have to reassign ALL of them to ONE user, and then that user can manually change owners of individual items.

I am having the same problem. I have been tasked by Upper Management to keep track and manage ALL sheets. However, if I am not shared a sheet it is difficult for me to enter into it unless I transfer ownership and we don't really want to do that, as it skews the activity by our users. How can I have true access as an Admin to ALL sheets?

That would totally break Smartsheet's security model. So really you need to use human methods to get it done.
You could create a Workspace for each department which you own, then mandate that all users in that department create their sheets, etc., inside folders in those Workspaces. Then by default you'd have Admin access to every sheet.
Another option is just mandating that every sheet be shared with you, and use the Sheet Access report to check on that periodically.
BTW - My daughter is named Eliana. It's a fairly uncommon name, but perfect for her!

Thanks Jeff for clarifying that. Those are great points! I'll probably create an "Admin Group" so that it's easy for people to always add the Admin.
AND - Aww, how great! Yes, it is not a common name, although, I feel it's becoming more common nowadays - back 20 years ago it was much more rare. Congrats for your daughter; she'll have a hard time with people pronouncing it correctly, but usually compliments on how pretty the name is, follow ;-)
