I am logging user participation in smartsheet. The user will be able to choose a time/date to participate in a session. If I'd like for user "x" to choose a date and time, but not allow user "y" to also choose the same time on the same date, how do I create that function in the sheet?

Are your users choosing these via a form and drop-down list? If so, there's not a way to do that without a premium app like Dynamic View.

But if they're just accessing the sheet and entering their name next to a Date/Time field, you could use some conditional formatting or so helper columns to show the date/time as unavailable after someone has selected it.

Unfortunately, you cannot change the options dynamically in a drop down list without subscribing to a premium app called Dynamic View.
