Is there any way to do conditional formatting by cells and not by column

Thank you Zoe , for your reply. What I want to do is for example :
-to bar lines 18 and 32 if the value of the cells [C1]4 is 1
- to bar lines 32 if the value of the cells [C1]4 is 2

Your best best is to create a column to determine the criteria you are trying to accomplish.
