How does the Alert someone when rows are added or changed works?
I have a automation, which says trigger: when rows are added, when column 1 changes to Marketing and it alerts specific person from the team. This works fine. However, I see the person who submitted the request has choose wrong department and if I manually try to change the Column 1 value to lets says Digital (after the marketing person got a notification) by using Trigger: when rows are added or changed"?, will it send the notification to Digital team or the person assigned to that team?

No, it will not send the notification if it's set to when rows are added.
Can you describe your process in more detail and maybe share the sheet(s)/copies of the sheet(s) or some screenshots? (Delete/replace any confidential/sensitive information before sharing) That would make it easier to help. (share too, andree@workbold.com)
