Summary Report is not showing all data to all users
We have create a summary report that links to our current projects and pulls specific information for each project's summary sheet. The report has one line for each project. Myself and the other user on the report below are both admin users and I'm the owner of the summary report. I can see all the projects except for one from the other user, that being the "Falcon" project. The other user can only see the projects they have added. This looks like a permissions issue but I don't understand why or the inconsistences in the views.

Reports will only display data that you have permission to see.
This means that if you are not shared to the underlying sheet, those rows won't appear in your view. You will need to have permissions on the underlying data (even just Viewer permissions).
An alternative would be to put the report in a Dashboard as a Report Widget to surface all of the data. See: Control Widget Content When Source Is From a Report
