Since you can't save a draft form, can you send a spreadsheet to complete and then upload into form?

Is there a way to create a spreadsheet to use to upload to the forms page? This would give the user time to collect the necessary data and then upload the spreadsheet to populate the form and submit it.

I'd recommend setting up automated update requests or looking into a 3rd-party form integration with offline capability.
