Cell Reference to Other Sheet with Column Formula

Hello Smartsheet Community,

I have a question regarding cell linking, while maintaining a column formula! I am trying to reference a certain cell in sheet 'X' back to sheet 'Y' and then create a column formula in sheet 'Y' that allows for automation of information that is being captured in sheet 'X'. Is this possible? I want to set up Activity Trackers that are connected, so that when I run a Report in SS, this process is easily filtered and formatted with little manual input. For example, I want to cell link out information from the "Investor" column in my Expense Tracker sheet (which is consistently updated) back into my Workplan sheet that has the same column for "Investor". Then, create a column formula in my Workplan that automates all of this information for the necessary rows in that activity, because the workplan houses multiple activities. So far, I have not been able to create a cell reference, that then can be made into a column formula. Happy to provide screenshots of non-sensitive information if this helps.
