Reminder based on Hour

Hi there ;

İ would like to ask that how can i set a workflow based on hourly as below

example :

send a message to a contact person , if this checkbox is not checked and if the time passed 10:00 am.Everyday check this issue and send message

imagine that message i have already , there is contact person , there is one checkbox , system will check everyday , if until 10:00 am checbox is ticked system will not send message but if time is later then 10:00 am and checkbox is not ticked yet , system will send message
