Sharing a form based on an automation to external clients

We want to populate a form within Smartsheet so as contacts are entered they get notified via an automation to enter specific data. When we adjust the workflow, it tells me I need to set the smartsheet to unrestricted (greyed out) and I am unsure how to proceed? I saw a similar post in a different thread that indicated we still need to go through the sharing center, but wouldn't that share the entire form and allow all clients to view all of the data entered? I am relatively new to using Smartsheet so forgive me if this is something I should be able to easily identify?

Perhaps, the security settings are set by your admin to not allow notifications and and requested on anyone on the internet. If you have admin access, you can enable this by going to https://admin.smartsheet.com/manage/settings/security. See the screenshot below.
