I would like to make a column name equal to a cell.
I would like to make a “text/number” column name equal to the a cell located in the first row of the column, can this be done with a formula?

It cannot be done. Column names must be adjusted manually.
Feel free to browse through the Ideas Topic to see if someone has already submitted this as an enhancement request. If they have then you can vote on it. If no one has then you can submit the idea yourself to let Smartsheet know there is interest in that enhancement and to give others the opportunity to vote on it.
