Notifications not working

I have an automation to send a notification. When a box in the "Active" column of a sheet is checked, the workflow should send an email. I would like to send this to people listed in specific contact cells on the same row. It will simply not work.

I have re-written the workflow multiple times

Tried sending the email directly to myself, and only myself

I do not even get a notification in Smartsheet and have never seen an email. I have other sheets where sending emails is working, so I assume the account settings are correct. Thank you for any help
