Attachments a & Access Management

I need to be able to share attachments to outside vendors from my organization. I was planning on creating workapp and providing access to a sheet with attachments attached to a row. What is a work around if I need to some vendors to be able to view the attachment and other vendors not able to view the attachment?

Is there anything I can setup in Dynamic View so that it is accessing the same sheet but only certain people can access and view the attachment? I am open to any solution. I am just wondering what the past way is to handle a lot of attachments and access management.

I am not able currently to use teams/sharepoint as a viable solution since external vendors are not able to access our internal sites.
